Jean Monnet Programme
Jean Monnet Action Operating Grants supporting Specified Institutions Operating Grants to Support Other European Institutions

The programme is open to:

  • the 27 EU Member States
  • Iceland, Liechtenstein, Norway, Switzerland (the "EFTA-EEA countries", i.e. those countries which are members of the European Free Trade Association and also belong to the European Economic Area)
  • Turkey, Croatia

As indicated in Article 12 of the LLP decision, the programme should also contribute to :
furthering the horizontal policies of the EU, in particular by:

  1. promoting an awareness of the importance of cultural and linguistic diversity
    within Europe, as well as of the need to combat racism, prejudice and
    xenophobia;
  2. making provision for learners with special needs, and in particular by helping to
    promote their integration into mainstream education and training;
  3. promoting equality between men and women and contributing to combate all
    forms of discrimination based on sex, racial or ethnic origin, religion or belief,
    disability, age or sexual orientation.

What is the structure of the Programme?

Specific objectives

  • To support participants in training and further activities in the acquisition and the use of knowledge  skills and qualifications to facilitate personal development
  • To support improvements in quality and innovation in vocational education and training systems , institutions and practises
  • To enhance the attractiveness of vocational education and training and mobility for employers and individuals and to facilitate the mobility of working trainees

Operational objectives

  • To improve the quality and to increase the volume of mobility throughout Europe of people involved in initial vocational education and training and in continuing training, so as to increase placements in enterprises to at least 80.000 per year by the end of the LLP
  • To improve the quality and to increase the volume of cooperation between institutions or organisations
  • To facilitate the development of innovative practices in the field of vocational education and training other than at tertiary level, and their transfer, including from one participating country to others
  • To improve the transparency and recognition of qualifications and competences, including those acquired through non –formal and informal learning
  • To encourage the learning of moderm foreign languages
  • To support the development of innovative ICT-based content, pedagogies and practise for lifelong learning.

Other initiatives

(aimed at promoting the objectives of the Leonardo da Vinci Programme - Accompanying Measures)

  • Mobility of individuals-Transnational Placements in Enterprises or Training Institutions for Trainees in Initial Vocational Training (IVT)
  • Mobility of Individuals-Transnational Placements in Enterprises or Training Institutions for people in the Labour Market
  • Mobility of Individuals-Placements and Exchanges-Mobility for Professional in Vocational Education and Training (VETPRO)

The action Transnational Placements in Enterprises or Training Institutions of the Leonardo da Vinci sectoral programme aims at the support of transnational mobility of workers, selfemployed or people available for employment (including graduates) undergoing a training context.

The training placement is considered as a period of vocational training and/or it is undertaken by an individual beneficiary in a partner organisation .Individual beneficiaries will receive their grants within a mobility project coordinating organisation. They cannot directly apply for a grant to National Agency.
